if y and x are integers (-4)^6x+3^y>0
1)x=3
2)Y=3

if x=0 does (-4)^0 equal to 1 or to -1?

It's equal to 1. Anything (except for zero) to the zero power is equal to 1. Note, however, that -4^0 = -1.

since you have an even multiplier in your powers ( ^6* ) for any value of x, returning power will be even and should change the sign from negative (-6) to positive; 3>0 anyways and its power will keep the +ve sign. This data sufficiency question doesn't need any statements to answer the question. It's self-sufficient, as an answer is Yes always. Where did you get this question?
