ABSOLUTELY.No issue with this part...

So,I guess,the part that starts with Therefore, Company X is concerned... in the STIMULUS is ACTUALLY an INTERMEDIATE CONCLUSION that ultimately leads to the MAIN CONCLUSION of the argument that losses are to be minimized -- is this interpretation correct ?

And in GMAT CR, we can often encounter such construction in which an INTERMEDIATE CONCLUSION ultimately leads to the MAIN CONCLUSION, which is included in the QUESTION STEM. Right ?

Well, I wouldn't say this structure is common, but sure, you can see it. Sometimes an argument will end with a notion such as, "therefore, the council will enact plan x." And then the question stem will ask "which of the following, if true, increases the likelihood that the plan will succeed?" Clearly, given the question stem, the conclusion isn't simply that the council will enact a plan, but that the plan will work.
