Since the para says about 25000 respondent and not about only high students which are affected by this Survey.But is this really affect the question structureso that option D is valid.

I may be completely wrong, but I do see two issues: the legalization of marijuana and then allowing high school students access to it. If the issue was the legalization of alcohol to high schoolers, there would only be one issue. But this issue provides two hurdles, and so I choose A.
B - This question is not framed to ensure a negative answer. "Should abortion be legalized" is in the same format. Some people may say no because it's controversial, but the question isn't negative.
C - Out of scope as said
D - We do not know that these people are unaffected. They could be parents or high school students themselves.
E - There is nothing out of context in this statement.

How can you compare abortion and using drugs in school!!! Youll find a lot of people who'd support abortion but tell me about any person who'd support the use of drugs in school.This question is not framed to ensure a negative answer.
