well B is wrong because of 'them' --- ambigous pronoun as well as 'each employee' is singular ...

choices b and d both are having 'prohibit from' usage but they contain pronoun 'they', making the choices wrong. next out of remaining choices c is the best because other two i.e. a and e are awkward in construction.

Requires x to do y.
And after this you need to remove that and choose correct referent.
With C will be easy choice.
