if u will insert D in the s/c i tink there is no verb in the red part

I thought that is modifying the earlier part of the sentence...
Could you please tell me exactly what I am missing in my understanding here...

A. that personal spending in the July-September quarter more than
doubled that of

B. that personal spending in the July-September quarter would more
than double

C. of personal spending in the July-September quarter, that it more than doubled

D. of personal spending in the July-September quarter more than doubling that of

E. of personal spending in the July-September quarter, that it would more than double that of
IMO ans will be B
the actual question has two problems

1. 'that of' does not fit at the end of the underline part ---because that of is clone of the noun, here 'personal spending' if we replace that of with 'personal spending of' the sentence does not make sense
this leaves only option B or C

2. underline part does not have verb--only B has it.
hence ans is B
