Algebraic Approach:
Say z = 0.abcd...
where a is the tenths digit, b is the hundredths, c is the hundredths, and d is the thousandths digit of z.
We need to find b.
Statement 1: 100z = ab.cd... --> c = 2 ---> Not sufficient
Statement 2: 1000z = abc.d... --> c = 2 ---> Not sufficient
1 & 2 Together: No new information ---> Not sufficient
The correct answer is E.

The tricky part is to notice that the statements are actually different versions of each other. Both of them helps us to determine that thousandths digit of z is 2 as, thousandths digit of z = tenths digit of 100z = units digit of 1000z.hey_thr67 wrote:What is the hundredths digit of the decimal z?
1) The tenths digit of 100z is 2
2) The units digit of 1000z is 2
Hence, both statements together is insufficient.
The correct answer is E.
