My $0.02!
Your profile seems good to Non-US schools with few exceptions. ISB may ask for more than 700 but its worth giving a shot given your background.
In S'pore, your profile just fits for NUS MBA or SP Jain Institute.
But in my opinion, you should also go for US schools although they're expensive. Maybe through an education loan. It is a great investment if you try for top b-schools in US and it pays great dividends later when you'll easily repay your debts.

Hi shreeman
I think 650 is a decent score and dont let anyone tell u otherwise....
lots of people get into good univs with 600+ scores so u need not worry about ur score.... for proof, there is another thread here about a person entering Columbia with 660
So i think u should just go ahead and apply
cheers
