Since x could be even or odd, the two statements combined are INSUFFICIENT.
The correct answer is E.

We're told that the product of the 3 digits in a positive 3-digit number is 42. We're asked if the 3-digit number is even.
Before dealign with either of the two Facts, you can make some deductions right up front. With a product of 42, the digits are either (1)(6)(7) in some order OR (2)(3)(7) in some order.
1) The number is less than 300
IF... the number is...
167 then the answer to the question is NO
176 then the answer to the question is YES
Fact 1 is INSUFFICIENT
2) The tens digit is 7
273 then the answer to the question is NO
176 then the answer to the question is YES
Fact 2 is INSUFFICIENT
Combined, we could have either...
273 then the answer to the question is NO
176 then the answer to the question is YES
Combined, INSUFFICIENT
