Guess the OS is A, Not sure though. Can anybody explain?

IMHO between A and C, all else have wrong use of both x and y,

A is more correct because of better parallelism in it than C where noun

is mixed with verbs both acknowledge and effort

what are you unsure about. this is idiom test. "both x and y" which A fits nicely.

also, "decreasing fees" is incorrect.
