The paradox here is that urban dwellers are physically close but feel isolated, while exurban dwellers have far less physical closeness but feel more emotionally connected. Cost of living and spending on students in school districts are irrelevant, so A and C are out. E could be a result of the situation, but not a cause. Similarly, D could be a result of the feeling of community, or of the physical distance. That leaves only B. If exurban dwellers attend houses of worship much more frequently than do urban dwellers, it's likely that the exurban dwellers have similar belief systems as those around them, as well as common interests, goals, and activities. In my opinion E should be the right answer.
"Many people who live in exurbia moved there from urban areas." So the possibility is that the people who moved from urban know each other and hence more connected, whereas many people who stayed in urban area have seen lot of close people move out thereby reducing their social circle.
