the reason it is not A is because A talks about something in the past. The part where it says an earlier report means that currently wind power has advanced past solar. That would not weaken the ad in any way because we are only concerned with the current marketplace.

Suppose solar power produces around 10 % pollutants & wind power produces around 12 % pollutants.
This cannot be a strong reason to weaken the claim that wind turbines are the best choice.
C weakens the argument better and hence is the answer.

Isn't this article about emissions/pollutants? C. is about price - I had initially chosen C but A is the only answer that refers to a comparable technology with less pollutant.
