What i mean is whether the modifier "the collateral " correctly modifies Land does "the collateral ... " modify Declining Values .

Problem from Modifiers : Confused bwt D and E please explain
Wrong: This is the table I placed the book on.
I placed the book on the table, so the preposition on and the noun table should be closer.
Correct: This is the table on which I placed the book.
The pronoun which is standing in for the table, so on which = on the table.
Using this reasoning, we can see in the SC above that answer choice E is better than answer choice D:
(D) which farmers use as collateral to borrow against
The farmers borrow against the collateral, so the preposition against and the noun collateral should be closer.
(E) the collateral against which farmers borrow to get through the harvest season
The pronoun which is standing in for the collateral, so against which = against the collateral.
Since (E) places the preposition against closer to the noun that it's modifying (the collateral), answer choice E is correct.
I got to the ans by applying the rule that which should only modify the noun next to it which is the "land" and because we are talking about both the farm equipment and the land hence which should not be used in this case. Please comment

I understand why D is not the correct answer.
When i did this, i was choosing between A and E.
I thought the "Is" was referring to Collateral and not the "Values" in the sentence and hence choose A.
How did you be sure, the "Is" refers to values and not collateral ?

The part in Red is an Appositive Modifier.. Also, it's clear that it's is been placed between two commas.
So, if we ignore this then:
Declining values for farm equipment and land is going to force many lenders to tighten or deny credit this spring.
"Declining Values" is the subject for "is" though not SVA
