If the no. of passenger jets produced is lower then the conclusion falls apart..coz the waste produced per production worker will obviously be lower...so,this must be assumed for the conclusion to be true....what is the OA?

The conclusion is "Clearly, therefore, charges that the manufacturer’s program has not met its goal are false"
The conclusion says that the program has met its goal.
For this to be true,the assumption made has to be true or else the conclusion falls apart.We call this as the "denial test"
The keywords such as therefore,thus,etc. refers to conclusion...
