SC Modifier Doubt

Need help with the following.

In contrast to accredited universities that can grant degrees and whose students can be eligible for federal aid, nonaccredited colleges, while still able to enroll students and to provide instruction, cannot provide their students with the same types of services.

nonaccredited colleges, while still able to enroll students and to provide instruction, cannot provide their students with the same types of services

nonaccredited colleges cannot provide their students with the same types of services, though still able to enroll students and provide instruction

enrolling students and providing instruction, while unable to provide their students with the same types of services, are nonaccredited colleges

the services of nonaccredited colleges, while including the ability to enroll students and provide instruction, do not include the same types of services

those of nonaccredited colleges include enrolling students and providing instruction, but not the same types of services

Kaplan says that its A, I got this right but it was more coz I thought it sounded good. But the explanation they gave was that (B) is wrong because it misplaces the final modifier; though still able... modifies nonaccredited colleges and therefore needs to be placed directly next to it. That leaves (A), the original sentence.

But now that I look at A, even the modifier "cannot provide their students with the same types of services" modifies nonaccredited colleges, so this should be placed directly next to it too.


Please help in understanding.

IMO - B..

Still cant get it why "A" has been given as the answer..

B is ambiguous coz it is the college who enrolls the student but not the services. B implies that the services enroll the student..that is wrong..
