IMO the asnwer should be E.
Reason:
The sales figures have been low is the reason why the "government has launched several initiatives to...."
IMO, The first half of the sentence does not stand as a reason for the depressed sales, rather the depressed sales stands as a reason for the initiative taken by the govt.

(C) - incorrect verb form "has", also the word "sales" replaced the phrase "sales figures" and since they have different meanings, this answer is stylistically flawed
(D) - incorrect verb form "having"
(E) - this answer is redundant and stylistically flawed, it is much longer than A and the meaning is changed because 'as a result' refers in this version to what the government has done

How did you figure it out from the original sentence that as a result is modifying the part before semicolon and not the part where government took some actions ?

"As a result" is a discourse marker which shows that what is said follows logically from what was said before.
In the original sentence "as a result" is placed in the first clause after the semi-colon, so it shows that the depressed sales figures are the result of the fact that consumers stopped buying.
In answer E "as a result" is placed in the second clause after the semi-colon:
"Recent indications of weakness in the economy have led consumers to be more conservative with their purchases; the sales figures have been so depressed (1st clause) that, as a result the government has launched several initiatives to actively encourage consumer spending (2nd clause).
In the original sentence "as a result" is placed in the first clause after the semi-colon, so it shows that the depressed sales figures are the result of the fact that consumers stopped buying.
In answer E "as a result" is placed in the second clause after the semi-colon:
