Recent indications of weakness in the economy have led consumers to be more conservative with their purchases; so depressed have sales figures been as a result that the government has launched several initiatives to actively encourage consumer spending.

(A) so depressed have sales figures been as a result that
(B) the sales figures have been so depressed as a result that
(C) as a result, so depressed has the sales been that
(D) the resulting sales figures having been so depressed that
(E) the sales figures have been so depressed that, as a result,[/u]

The correct answer is a - it is grammatically correct and the most concise

IMO the asnwer should be E.

Reason:

The sales figures have been low is the reason why the "government has launched several initiatives to...."

IMO, The first half of the sentence does not stand as a reason for the depressed sales, rather the depressed sales stands as a reason for the initiative taken by the govt.

(B) - it is longer than A, therefore it is redundant
(C) - incorrect verb form "has", also the word "sales" replaced the phrase "sales figures" and since they have different meanings, this answer is stylistically flawed
(D) - incorrect verb form "having"
(E) - this answer is redundant and stylistically flawed, it is much longer than A and the meaning is changed because 'as a result' refers in this version to what the government has done

How did you figure it out from the original sentence that as a result is modifying the part before semicolon and not the part where government took some actions ?

I think that is what deciding the correct answer here ?

"As a result" is a discourse marker which shows that what is said follows logically from what was said before.
In the original sentence "as a result" is placed in the first clause after the semi-colon, so it shows that the depressed sales figures are the result of the fact that consumers stopped buying.
In answer E "as a result" is placed in the second clause after the semi-colon:

"Recent indications of weakness in the economy have led consumers to be more conservative with their purchases; the sales figures have been so depressed (1st clause) that, as a result the government has launched several initiatives to actively encourage consumer spending (2nd clause).

that construction is legitimate in gmat. verb can be placed before the subject. my doubt was in the placement of "as a result" in the question

My gut didn't like A, hence I chose E. In retrospect E has two issues
1- It doesn't fit - that after semi-colon
2- Meaning is slightly changed as well
