can any body tell me what should be the approach for this question -

It is anticipated that in coming years employers will provide greater incentives than never before for employees to commute to work on public transport as car owners are likely to be spending an average of 20 minutes more per day in traffic than they were in the last decades.

greater incentives than ever before will be provided in coming years for employees to commute to work on public transport as car owners are likely to be spending an average of 20 minutes more daily in traffic than they were

employers will provide greater incentives than before in coming years to employees who commute to work on public transport as car owners are likely to be spending an average of 20 minutes more daily in traffic than they had

this is how i'd approach it

Read choice A: It is anticipated that in coming years employers will provide greater incentives than never before ..stop right here..no need to read further. Never before is incorrect. it should be either ever before or before.

same problem with B - don't need to read the entire sentence - as soon as you see never before, cancel that choice and move on.

choice C - right away you should realize that it's a passive construction (...greater incentives WILL BE provided). Again..no need to read further. Hold this choice - see if you can find another better choice with active construction.

both choices D and E are in active voice. strike off choice C and focus on D and E.

Notice choice E uses past perfect tense for no reason. eliminate this choice. you are now left with D.
