A- Wrong. You need a description after a comma, you should not use "to".
B- Wrong. "and" should be replaced with "that is".
C- Wrong. Same as B and even more awkward.
D- Wrong. You don't use "in" here since we don't talk about an actual land. We are talking about a law/system.
E- Correct. It correctly uses "that" to describe the system. Also "had" is correct here since "been" is a past event that is before the other past event "proposed".
