D and E both are not related to financial performance. B says talks about any future expenses? very unclear? they cannot expect any future expenses to be taken care of automatically by the buses.

- has no impact on financial trends. If we need to fit this as an assumption, we need to assume further that coz it will be more difficult to drive, drivers will not be able to drive safe and there will be less ridership etc..

IMO - B should not be the answer because it mentions about profits.
It's between D and E. I'll go for 'D' because the driving problems are nowhere mentioned in the argument.
