KAPLAN Expert please advise

1) Politicians realized that,among people, concerns about crime are more than
[concerns about]
health care
Does above sentence apply ellipses correctly i.e. is sentence correct without spoiler

2) CLP-300 laserjet printer emits only 43 decibels of noise, far quieter than most other laserjet printers
Does this sentence correctly compares 2 printers. I think it is incorrect as 2 entities being compared are 43 decibels of noise & most other laserjet printers

IMO;
1) This sentence is correct we dont need the spoiler part, as the meaning is clear.
2) This sentence is also correct the after comma part modifies the first part i.e. "CLP-300 laserjet printer emits only 43 decibels of noise"

"quiter" is an adjective so sentence is equivalent to "CLP-300 laserjet printer emits only 43 decibels of noise quieter than most other laserjet printers"
Do you think above sentence is correct ?

Also KAPLAN says 1) is INCORRECT, see pg213, explanation for Q21 https://books.google.co.in/books?id=3wDa ... e.&f=false
