For me 'D' sounds the best choice.
I guess, there is no difference between 'B' & 'D' , but choice 'D' sounds more logical as it says " There is an assessment and the question of comparision is irrelevat", where as 'B' says the otherway round i.e. "The q of comparision is irrlevant when there is an assessment !

My answer is D.
The choice for me was between A and D .. i avoided A purely because its in 'ing' form. Avoid "ing" on Gmat

Hi sudhir3127,
I have seen some posts where people have said "ing" in GMAT is wrong..
Where did u get that info from ?? Why is using ing in gmat wrong ?
There are a few exceptions eg : being .
Being is usually not suppoerted because it makes the sentence wordy ..
is there any specific reason like that as 2 why we should not prefer "ing" ??
Regards.
Vignesh
