IMO B

could anyone pls give the correct explanation for why E is wrong? just wanna measure how correct i'll be at explaining:)

IMO B as well.

A - fragmented sentence, the part after ; is not a complete thought
C - fragmented sentence, the part after , is not a complete thought
D - awkward expression
E - "that" modifies income not the percentage

Parallel …

In .1973…payments ….21% ……; In 1984 THE FIGURE was 44%

E is close but not correct coz that refers to income not the %

Hi All,
Just wanted to understand that why "that" in option (E) is referring to "income".Is it because, it was immediately preceded by "income".
If short , I just wanted to understand
1)if 'that' comes after comma,to what it will refer to, whether it will refer to entire previous clause or to only the last noun as is done in case of 'which'.
2)if there is no comma before 'that',

(A) income; and forty-four percent in 1984 - incorrect. sentence after semi colon is not capable of independent existence.
(B) income; in 1984 the figure was forty-four percent - correct
(C) income, and in 1984 forty-four percent - verb missing
(D) income, forty-four percent in 1984 was the figure - incorrect
(E) income that rose to forty-four percent in 1984 - changes the meaning of the sentence
