The OA is D.But here 'they' refers to what.It's not clear.
Also which is the right usage here "will be or could" or "will or could"

In the given sentence, The Parallel Marker but needs both sides to be parallel. "View nuclear power stations...." is parallel with" think ....". This rules out options A, B & C straight away.
In option D and E, watch for parallel marker "OR". If we consider option E, then it will be "would or could be made...". Hence, "be" required after would to make it parallel. Thus option E is wrong.
In option D, Pronoun ambiguity is also an issue, but it's less Prioritize in GMAT compared to Parallelism. Hence, Best answer in these five options is D.
