Misplaced modifier(who modiies young recruits and should be as close to it as possible) + awkward sentence formation(points that the problem lies in the young recurits themselves rather than in poor eduation and training.)

That 'x' is the reason why 'z' happened is the correct idiom.
@Shipra this is what I thought, may or may not be correct and convincing, others please add or rectify the reasoning

B - usage of as ......... as ........ is incorrect.
C - it seems that "poorly educated and trained" is modifying "United States work force" whereas it should modify "young recruits".
D - the correct idiom is "so X that Y" n not "that Y so X".
E - same as C.
