A - Do not know about the Participation of Citizen to achieve the target!
B - Left out - the answer.
C - The program is already profitable. Difficulty, cost-effectiveness cannot come to picture!
D - Not concerned about pollution. Recycling is a PREFERABLE alternative which is demonstrated!
E - Not bothered about type of materials.
If you look at B, it actually says why till now recycling is profitable. The program is restricted to those percentage where you recover the matching cost. Beyond that, it will not be profitable.

IMO B is the correct answer.
It says that recycle is restricted to 20% of the waste as this is the percentage that can meet raw material specification once recycled. So if 50% needs to be recycled then it is a problem because the additional 30% will not be used thereby defeating the purpose of recycling.
All other options are out of context.
