E. Insofar as California expects to see severe electricity shortfalls and the possibility of blackouts for 30 days this summer, the administration has grown increasingly concerned about
B and C: as much as 30 days
Here, much (non-countable) cannot serve to refer to days (countable).
Eliminate B and C.

and must serve to connect PARALLEL FORMS.
D: Insofar as California is expected...and there will possibly be
Here, the portions in red are not parallel.
Eliminate D.

E: California expects to see...the possibility
This meaning is nonsensical.
The intended meaning is that California is expected to see BLACKOUTS.
Eliminate E.

The correct answer is A.

insofar as means TO THE EXTENT THAT.
D and E imply the following:
The administration is concerned insofar as California is expected to see severe shortfalls.
The portions in color contradict each other.
Whereas the red portion implies that the administration is concerned only TO AN EXTENT, the blue portion expresses a problem that is SEVERE.
The result is a nonsensical meaning.
Eliminate D and E.

Hi Mitch,

Please can u explain "WITH" modifier in OA (A) . As per my understanding With modifier should be part of the subject of the main clause which i don't think is the case in this sentence.
Can you valid construction starting with modidier " IN SOFAR AS".

Thanks!!!

to facilitate X = to make it easier for X to happen.
An introductory with-modifier serves to express something that facilitates the action the in the following clause.
OA: With California expected to see severe electricity shortfalls and perhaps blackouts on as many as 30 days this summer, the administration has grown increasingly concerned.
Here, the blue portion is making it easier for the red portion to happen.

From The Atlantic:
The pre-Sixties reformist Left, insofar as it concerned itself with oppressed minorities, did so by proclaiming that all of us-black, white, and brown-are Americans.
The portion in blue conveys that the pre-Sixties reformist Left concerned itself with oppressed minorities ONLY TO A CERTAIN EXTENT.
In other words, the pre-Sixties reformist Left had many other concerns -- concerns unrelated to the plight of oppressed minorities.
