Thirteen percent of Cleveland's teens are pregnant.


I feel the verb should be is "is".

Do confirm...

The correct verb form is plural "are." The verb refers to "teens."
Consider the following examples:
Forty percent of the students are in favor of changing the policy.
Forty percent of the student body is in favor of changing the policy.
