E changes the meaning drastically. It means as if they are talking about the same previous train . According to this sentence it means
First stop the train with 5 hand breakers over the distance of 1500 feet ---> then stop the train at 171 feet this is not the intended meaning.
The intended meaning is to compare it the previous train stop.( how i did it previously? vs How I do it now!!!?) - Analogy!!
