I'd say its B -- if apts come ---> new residents ----> "certainly" result in congested roads; new roads required. Schools may/may not be required --- but the roads will require substantial tax increase for Glenn Hill residents...

considering below sentence from argument:

Ultimately this growth might even destroy the rural atmosphere that makes

I dint notice 'might' in the sentence. A ' might/well' can do lot of damage..

However B is the correct answer and learnt that options should be read very carefully.

E does not seem to be correct answer.
Reasons:

If developers do not build apartment houses in Glen Hills, the schools of Glen
Hills will not be overcrowded and roads will not be congested.

The passage mentions that "These
buildings would attract new residents, and the increased population would
probably result in overcrowded schools and would certainly result in roads so
congested that new roads would be built."

You can not infer from this that if the developers do not build houses there will not be any other factor for the overcrowded schools and congestion on roads. There could be many other reasons for over crowded and congestions.

You can certainly infer that if the developer build houses, the schools may get overcrowded and roads may get congested.
