A -- 'has' does not agree with limits
B -- passive and awkward. It ends with the verb!
C -- 'to be given' wordy and passive, should be just 'given'. Also changed limits to limitations
D -- correct
E-- 'some limits have to be' is actually the same awkward and passive construction as B. It should be 'there have to be some limits'
