my doubt: this question has been formulated on one of the OG's question. but i feel that here the proclaimed answer (D) does not bring out the logic correctly. The reason is that option D does not clearly state if it is talking about that hospital in particular which is in contention of being closed. to me D seems a very general statement which can hold true in all real life situation. for this reason i eliminated D and selected A . ALSO even if D is true then how can we conclude that the hospital which is referred to "most at-risk patients" will have high "fatality rate" . i feel that D is making this assumption
