Statements 1 and 2 combined
There are several values of x, y and z that satisfy BOTH statements. Here are two:
Case a: x = 2, y = 7 and z = 3. In this case, the answer to the target question is the ratio of x:y:z = 2:7:3
Case b: x = 14, y = 1 and z = 21. In this case, the answer to the target question is the ratio of x:y:z = 14:1:21
Since we cannot answer the target question with certainty, the combined statements are NOT SUFFICIENT

Answer: E
