It is not correct to say that something hasn't been done ordinarily means it will never be done in the forseeable future. It runs parallel to the subject state of the writer.

Option B:- Incorrect
Very true when compared to the original content of reasoning . The content has been exceeded and in reality one of the figures must have been hiked. This is not a contrary statement when placed side by side with the question passage.
