We want to weaken the argument that the airbags aren't necessary. The auto-industry is arguing, in essence, that the air bags aren't necessary because seat belts are good enough. Well, the thing about seatbelts is that they only work if you wear them. If serious injuries are happening when people aren't wearing their seatbelts, the auto industry's argument falls apart and air bags seem like a very good idea indeed. This is what D gives us.
