I hate this one!! The whole sentence is up for reconstruction! Makes it really hard, because in reality there a lot of ways to correct this sentence. In this case you have to treat each answer choice as an example sentence! This is one of those time waster questions on the real GMAT, just there to eat up your test-taking time!

A) The main problem with one is the 'in assessing' that it starts with. Although it's not dead wrong, it could be tightened up by changing to 'in an assessment' in this case, although that is particular to this example.

B) changes the sentence from comparing rural workers and urban poor to comparing an urban worker to urban poor. WRONG.

C) the hallmark of awkward construction is a double verb, i.e. 'A question that is irrelevant...is...'. This should always be corrected. WRONG.

D) Corrects 'in assessing' and keeps everything else the same. Looks okay.

E) Same as B.

Option A is incorrect because of the use of present participle 'accessing' whoch is not appropppriate to begin a sentence.

Option B.
This alters the whole idea of the sentence and gives it a new meaning.Thus, this option is definitely wrong.

Option C.
The awkeard and improper sentence construction in option C makes it invalid.Thus, this option is incorrect.

Option D. This is the correct answer as this option pefects satifies verb tense rule and correct construction.

Option E.
This option suffers same fat as option B above and it is not considerde as a pefect one but rather nvalid thus, wrong
