We can determine whether an integer is divisible by 4 from its last two digits
Therefore abc0 is divisible by 4 only if 0 is divisible by 4

Statement 1: Does not give information about the value of C so it is not sufficient
Statement 2: Tells us that both b and c are odd numbers with zero as unit digit only then
10*C+0 =10*C (its not a multiple of 4 because C is an odd number)
we will have an answer like
10*1 =10 (not divisible by 4)
10*3 =30 (not divisible by 4)
10*5 =50 (not divisible by 4)
Hence Statement 2 is sufficient and answer= Option B
