Why A and not C? Please explain

ways to begin to halt is more direct. ways that would begin halting unnecessarily uses indirect form.
-ing form is usually less preferable in GMAT if a direct form alternative is available.

Option A.
This is the correct answer.
This option puts up correct parallelism and nice verb tenses.

Option B
This option is incorrect because of the use of 'most sure' it is important to know that 'sure' has its superlative and comparative forms. This can be used as sure, surer and surest. therefore this option is incorrect.

Option C.
'THAT WOULD BEGIN HALTING'
wrong words usage and does not follow proper parallelism

Option D
'most sure' this option suffers same fate as option B

Option E.
This option is incorrect. The words do not follow proper parallelism
