The correct option is (B) "Rooftop gardens are able to take in a lot of bad things from the air." This is what the council people think, that gardens on roofs can suck in the dirty stuff from the air and make it clean. If this assumption is not true, then the council's conclusion about the gardens reducing pollution won't make sense.
