Given: a and b are non-negative integers.

Target question: Is a > b?

Statement 1: a + 50 = 51
Since we have no information about the value of b, there's no way to answer the target question with certainty.
Statement 1 is NOT SUFFICIENT

Statement 2: b > 0
Since we have no information about the value of a, there's no way to answer the target question with certainty.
Statement 2 is NOT SUFFICIENT

Statements 1 and 2 combined
Statement 1 tells us that a + 50 = 51, which means a = 1
Statement 2 tells us that b > 0
Since b is an integer, b can equal 1 or 2 or 3 or 4 or 5 or.........

For all possible values of b, it is never the case that a > b.
So, the answer to the target question is NO, a is never greater than b
Since we can answer the target question with certainty, the combined statements are SUFFICIENT

Answer: C
