A: Officials...as do many districts
Here, what OFFICIALS DO is being compared to what MANY DISTRICTS DO -- an illogical comparison.
Eliminate A.

B: Officials, as with many districts, have eliminated
Here, it is unclear what action or noun is being modified by WITH MANY DISTRICTS.
Eliminate B.

C: Officials...similar to many districts
This construction seems to imply that OFFICIALS are similar to MANY DISTRICTS -- an illogical comparison.
Eliminate C.

E: Officials in Atlanta's public schools, as they have in many districts across the United States, have eliminated recess.
Here, they seems to refer to officials in Atlanta's public schools.
As a result, the portion in red implies the following:
OFFICIALS IN ATLANTA'S PUBLIC SCHOOLS have eliminated recess IN MANY DISTRICTS ACROSS THE UNITED STATES.
Not the intended meaning.
Eliminate E.

The correct answer is D.

Is B a correct answer if we change it to "as with the case in"?
