Say the inside length and the breadth of the rug (excl. borders) are a and b, respectively.

So, we have to get the value of ab.

Let's take each statement one by one.

1) The perimeter of the rug is 44 feet.

This information is of no use. We do not know the width of the border, l and b. Insufficient.

2) The width of the border on all sides is 1 foot.

Certainly insufficient.

(1) and (2) together

From both statements, we get

2[(a + 2) + (b + 2)] = 44

(a + 2) + (b + 2) = 22

a + b = 18

From this information, we cannot get the value of ab. Insufficient.

Correct answer: E
