you should define:

p - percent of discout for pony jeans
f - percent of discout for the fox jeans

now we know:

(1) f + p = 22

they say you save 9$ by buying 3 fox and 2 pony so:

(2) 3*(f/100)18 + 2*(p/100)15 = 9

solving these equations should give the answer ...

I think that the second equation should be modified:

3*(f/100)15 + 2*(p/100)18 = 9

Fox value is 15 and pony's value is 18

Let the discount% on Fox jeans be x and that on Pony jeans be y
x+y=22 ---- 1)

[(15-15x/100)]*3 = Total purchase price for Fox Jeans
[(18-18y/100)]*2 = Total purchase price for Pony Jeans
Actual price for 3 pair of Fox Jeans and 2 Pair of Pony Jeans = (3*15)+(2*18)=81
Thus [(15-15x/100)]*3 + [(18-18y/100)]*2 = 81-9=72
or 5x+4y=100

After solving the 2 equations you get x = 12 and y = 10

Hence it should be (B)
