We can try as follows,

Fares last year Under 1000 miles: \(x = 9,900\)
Fares last year Over 1000 miles: \(y = 13,000\)

The number of trips will remain the same from one year to the other.

Total spent on fares next year \(= x\cdot 1.2 + y\cdot 1.1 = 11,880 + 14,300 = 26,180\)
