Hi,

The answer is E) but I can not connect "public policy is hostile to environmental concern" with "because they believe voters do not wish for different policy".... Can anyone please explain?? :(

A hostile government policy, here would imply a policy insensitive to environmental concerns. Now ask yourself...When would the pragmatists ignore environmental concerns? Answer is when the "hostile policy" does not affect their chances for re-election (that being their primary concern). Hence the answer here should be E.
