"Native of" is used for a individual while "Native to" is used for a large group

The Dean did agree to the student's objection, which does not make sense, unless he offers an explanation of how he agrees but at the same time maintains the expelling of the harraser student.
The Dean feels he does not need to explain his position because he doubts the student s good intentions
