Whats the difference between C and E
I know rest all are wrong because they are comparing UK with the chief executive or the process in USA and blah!
Either of C or E is also doing the same thing...but cant figure out the correct option!

Nothing against E on grammar consideration. The intent of the passage is very well delivered since the start of the sentence by option C - showing a contrast straightway in the beginning of the sentence.
I think its only a matter of style.
