Please Explain OG15 PS#218 and DS#72

Hello,

I have issues understanding the PS#218 and DS#72 from OG15.

Can someone provide a better explanation than OG??

Also be sure to post the text of the problem itself, that saves a lot of time and helps other students who don't have that edition of the OG.
