IMO the figure towards the right is the correct one

In the figure to the left , Q is not to the east of P . It is "north-east" of P !

We aren't supposed to consider that..

IMO both are wrong. PQ is a straight line. PR is also a straight line (R is the bottom point, P is the top point) and QR is the hypotenuse.

The best way to do it is keep point P stagnant, and make the other points revolve around it.

PQ = x
PR = y
QR = sqrt(x^2 + y^2)

You are driving QR and then PR which gives

sqrt(x^2 + y^2) + y

divide by z and you get your hours.

so my mistake was that I missed the words "due east" meaning straight east?

No, your east is right (in the second pic).

Its the north thats wrong. R is directly below P. Another version of saying is you are going south from P to R.

Points R and Q are connected by the hypotenuse.

-Hope that made sense.

it said Q is y miles north of R. So both scenarios work for that condition.

OOh yeah I kept reading as P is y miles due north of R.

IMO your second diagram is right then. I agree with raghavsarathy then.
