Try as follows

$3h45+2h55= 5h(45+55)=5h(1h40)=6h40$

Then,
$100\% \cdot \dfrac{6h40}{24h}$ is between $~ \dfrac{6\cdot4}{100}\; ~24\%$ and $~\dfrac{7\cdot4}{100}~28\%$

Since $6h40$ is closer to $7$, the correct answer is D
