We can let the ratio of buses to cars = 2x : 23x, thus:
23x - 630 = 2x
21x = 630
x = 30
It follows that there are 23 x 30 = 690 cars on the road

Since buses : cars = 2:23, the correct answer must be a MULTIPLE OF 23.
Only D (690) is a multiple of 23.
The correct answer is D.
