OPTION A:- INCORRECT
The fact that the user who illegally copy the program never finds use of them can justify the exaggeration of their loss because of its initial reference in the argument itself which states that "most of the illegal copying is done by the people who have no interest in the programs" due to this it cant complete the passage in question.

OPTION B:- INCORRECT
The fact that the illegally copied programs would not be purchased adds to the reason of why their loss can be exaggerated and cannot complete the passage in question.

OPTION C:- INCORRECT
This option doesn't justify the reason why the industry's loss is much lower than estimated because it states that the industry would be having financial difficulties even if it received all the revenue it claims to be losing, besides it is a stated fact that the industry is losing money, this option opposes the fact by claiming it receives all revenue, this makes the option incorrect and unfit to complete the statement.

OPTION D:- CORRECT
Its true that the industry is losing completed not as much as as it claims.This option states that the total market of all illegal copies is low in comparison with the total revenue of the industry. this means that money made from the industry is much more than the entire market of the illegal copies.
